After a purchaser has made a full payment, a special order is issued, on the basis of whch the purchaser is registered as an owner of the property (in case the property is bound to registration) in the relevant registration body. If the compulsory enforcement is conducted by the relevant Tax Service, all the property rights are abolished as a result of delivery of the ownership. An exception is the right on mortgage of financial institutions of developed countries (the latter is preceding the right on tax mortgage). This consideration is stipulated by sub-Article "e" of Paragraph 1 of the law of Georgia on activities of Georgia-registered commercial banks, micro financial organizations, insurance companies or international and commercial banks.
